## Summary

The London Borough of Brent is planning a procurement process for Homecare Services targeted at Adult Social Care and Children and Young People with Disabilities, with the projected start date for contracts on 1st November 2027. This procurement is in the planning stage, with a scheduled future notice date set for 28th August 2026. The procurement process will involve establishing both a new Lead Provider contract and a Framework contract of providers, divided into separate lots within one tender. These contracts will serve five neighbourhood areas: Harlesden, Kilburn, Kingsbury and Kenton, Wembley, and Willesden. With a total contract value estimated at £52.5 million GBP, this initiative will be a competitive flexible procedure under a light-touch regime, above the threshold value for such services. The main procurement category is services, specifically covering social work services without accommodation as classified under CPV code 85312000.

This tender provides substantial growth opportunities for businesses specialising in homecare services, particularly those suited for delivering social work without accommodation. The framework of up to ten additional providers ensures a robust competitive environment, offering smaller and SME businesses a chance to participate alongside larger enterprises. With contracts spanning several years and provisions for renewals up to 2035, businesses can secure stable, long-term partnerships with the Council. The competitive flexible procedure will allow for a diverse range of providers, ultimately ensuring a resilient homecare service environment within the contracting area. Businesses with expertise in social care delivery, adaptability in diverse neighbourhood settings, and capacity for collaboration are especially encouraged to consider this opportunity.

## Notice

The Council requires the provision of Homecare Services for Adult Social Care and Children and Young People with Disabilities. A procurement will be undertaken to establish both a new Lead Provider contract and a Framework contract of providers. The Lead Provider contracts will be let on a neighbourhood basis to mirror the five integrated neighbourhood areas. The neighbourhoods are as follows: Harlesden Kilburn Kingsbury and Kenton Wembley Willesden It is envisaged there will be 4 or 5 lead providers in each area but this is to be confirmed. This would be supported by a framework of up to 10 additional providers. This will ensure choice and competition, providing a safety net in case of provider failure (with all the work not sitting with too few providers), whilst at the same time limiting the number of providers that need to be monitored/contract managed. This approach will continue to enable smaller providers to have the opportunity to work within Brent. The two contracts will be procured at the same time, as separate lots, within one tender. Envisaged Contract Values: Lead Provider Contract Value PS27.5m Homecare Framework PS16m
