## Summary

The London Borough of Southwark is in the "planning" stage for a tender to select a Development Partner for the construction and operation of keyworker housing at Rotherhithe New Road and 25 Cherry Garden Street in London. This procurement falls under the "services" category, targeting architectural, construction, engineering, and inspection services, aimed at delivering 100% affordable housing for key workers. Preliminary Market Engagement (PME) is underway, with significant activities such as an online supplier briefing scheduled for 24th July 2026. A subsequent stage includes one-on-one technical discussions at the end of July 2026, ensuring that all insights gathered from these engagements will inform the procurement structure and commercial models. The procurement method will utilise a Competitive Flexible Procedure under the Procurement Act 2023, with the formal tender process anticipated to follow.

This tender represents a significant opportunity for businesses involved in design, construction, and housing management services to engage with a large-scale public sector housing project in London. With an expected high gross value of up to £1,800,000, this venture promises substantial involvement in both the construction and operational phases, offering growth potential particularly for SMEs capable of fulfilling the design and construction requirements through stages RIBA 2 to 4. The collaboration will involve design fee underwriting, ensuring that several architectural and management competencies could flourish in a project with considerable social value integration. Businesses with innovative capacity, a strong track record in delivering affordable housing, and effective operational management models stand to benefit substantially from this procurement process.
