## Summary

The Mid South Essex NHS Foundation Trust is preparing for the launch of the ComIT4 - ICT Solutions Framework, planned to commence on 17th September 2027 and concluding on 14th September 2029, with a potential extension to 2031. Situated in Basildon, the Trust is working alongside HealthTrust Europe LLP, the procuring entity, to establish this large-scale ICT initiative. The contract, classified primarily under services, is in the planning stage with a significant Gross budget of £7.2 billion. This framework aims to support public sector organisations across the UK by providing access to comprehensive ICT and digitisation solutions, with specific focus on hardware, software, security, and technological services. Businesses are encouraged to engage in this open procedure, offering competitive solutions and value-added services within the ICT sector.

This initiative presents substantial growth opportunities for businesses in the ICT industry, particularly those functioning as value-added resellers with strong supply partnerships and logistics capabilities. The framework seeks vendor-agnostic suppliers capable of delivering diverse, innovative solutions, thus suiting companies that possess in-house expertise and robust manufacturer relationships. Small and medium-sized enterprises (SMEs) are particularly welcomed, ensuring a broad range of participants. Through mechanisms such as direct awards and mini-competitions, including e-auctions, companies can secure procurement pathways that promise compliance, added social value, and enhanced corporate social responsibility commitments. This framework is particularly relevant for businesses aiming to expand their footprint in public sector markets and enhance their service offerings across the UK's evolving ICT landscape.
