## Summary

Oxford City Council is currently in the planning stage of a public procurement process for a leasehold capital works project titled "Leasehold Capital Works." This cyclical maintenance programme focuses on the maintenance and decoration of various external and internal building components. The procurement, which falls under the services industry category specific to repair and maintenance services of building installations, will take place in Oxford, United Kingdom. An industry day is scheduled for 23 June 2026, allowing interested parties to engage with the Council at The Assembly Room, Oxford Town Hall. Businesses interested in attending must contact James Watkins by 16 June 2026 for participation details. This preliminary market engagement is crucial for gathering market insights which will shape the future procurement opportunity, scheduled to be formally announced by 1 August 2026.

This early-stage engagement provides significant growth opportunities for businesses specialising in building repairs and maintenance. Particularly, small and medium-sized enterprises (SMEs) might find themselves well-suited to participate in this procurement process, which features a gross value of £4,390,603. By attending the industry day, companies can provide input on project scoping, packaging, and express their interest, thereby positioning themselves favourably ahead of the formal procurement phase beginning in September 2026. The successful completion of this project over a four-year period will require robust service capabilities and could establish winning bidders as key contractors with Oxford City Council.

### Planning Information

Oxford City Council will be hosting an industry day at 9am on 23 June 2026 at The Assembly Room, Oxford Town Hall, St Aldate’s, Oxford, OX1 1BW
Please note, this is not a call for competition.
For the avoidance of doubt, this notice is for the purpose of conducting a Preliminary Market Engagement (PME) exercise and will not formally begin the procurement or constitute any commitment by the Council to undertake any procurement exercise.
Participation in the PME will be at each organisation’s own cost. No expense in responding to this PME will be reimbursed by the Council.
PME in this case is where the Council, at an early stage in the development of its proposals but prior to formulating any formal procurement opportunity, seeks input from the market as to what might be the most attractive way of packaging and scoping a future procurement opportunity.
This Industry Day will provide an opportunity for the Council to obtain insight into how participants might approach the delivery of the service in question. It also gives a useful insight into the likely level of interest in a proposed project from that market.
Participants must also note that a response to this notice does not guarantee an invitation to participate in this or any future procurement that the Council may conduct, nor that the Council will procure any such supply and services or accept any proposals offered. Any Procurement of the supply and services by the Council will be carried out strictly in accordance with the Procurement Act 2023 (PA2023)
As stated above, the outcome of the PME exercise will inform an options appraisal with recommendations.
If you would like to attend the industry day, where the Council will present further details specifically related to this requirement please contact:
James Watkins at jwatkins@oxford.gov.uk by 16 June 2026
