## Summary

The Association of North East Councils Limited, in partnership with The Procurement Partnership Limited, is in the planning stage for the NEPO219 Building Materials & Managed Stores procurement process. ## Notice

NEPO is developing NEPO219 Building Materials & Managed Stores, a national procurement solution for the supply of building materials and associated services for use by local authorities and other eligible public sector organisations. The new arrangement is intended to succeed the current NEPO219 Dynamic Purchasing System, which is approaching expiry as part of the transition to the Procurement Act 2023. NEPO is currently considering the establishment of an unranked open framework, designed to maintain many of the core characteristics of the existing solution while operating within the requirements of the new legislative regime. The proposed model may allow suppliers to join the framework at defined reopening points during its lifetime, which are currently anticipated to occur periodically. The framework is expected to primarily support further competition as the default route to market, while an objective mechanism for direct award may also be included in certain circumstances. The scope of the arrangement is expected to cover the supply of building materials and managed stores solutions. NEPO is also exploring potential scope developments, including the possible inclusion of kitchen and joinery products and civil engineering materials, subject to confirmed demand and sufficient market interest identified through market engagement. The current DPS structure consists of: Category 1 - Managed Stores Category 2 - General Materials Category 3 - Plumbing, Heating & Gas Category 4 - Electrical Category 5 - Commercial Heating & Gas Category 6 - Modular Build The final scope, lot structure and operational arrangements remain under development and may be refined following market engagement and internal governance processes. NEPO is a Centralised Procurement Authority as defined in the Procurement Act 2023 (PA23), providing central purchasing activity on behalf of Contracting Authorities. The agreement will be available to NEPO Member Authorities and all current and future Associate Members. Current Associate Members are listed in the Associate Member section of the NEPO website at: https://www.nepo.org/associate-membership/current-associate-members NEPO intends to make the agreement available for use by all Contracting Authorities throughout all administrative regions of the UK (as defined by the Procurement Act 2023). ### Planning Information

NEPO intends to publish a preliminary market engagement questionnaire via Open e-Tendering system (www.open-uk.org). Responses to the questionnaire will help NEPO design the framework by identifying levels of market interest and providing insight from suppliers on the future shape of the provision
The questionnaire will be made accessible via the Open e-Tendering system by close of business 28 May 2026 with a submission deadline of 16:00 on 23 June 2026.

NEPO may, at its own discretion, host a virtual PME session via Microsoft Teams. Suppliers who wish to attend the virtual session must complete and submit the PMEQ with relevant and accurate contract information. 
Attendance at the Microsoft Teams meeting is optional and does not provide suppliers with an advantage in any future related procurement. Presentations and Q&A from the session will be published as part of the procurement process.
Attendance also does not constitute an intention to tender for any future related procurement
