## Summary

Bridgend County Borough Council is in the planning stage of recommissioning its General Supported Living Services, which include care and support funded by both Adult Social Care and the Housing Support Grant. The procurement process focuses on social work services (CPV: 85300000) and seeks to engage with quality care providers in the Bridgend County area, United Kingdom. Interested parties are encouraged to attend a market engagement event on 17th June 2026, facilitated via Microsoft Teams, to understand potential models for service delivery beginning April 2027. The process will involve multiple Lots, with a total budgetary allocation of £10,171,410, and aims to implement contracts by April 2027. Key dates include a feedback submission deadline of 15th June 2026, with supporting documentation available from October 2026.

This procurement offers opportunities for business growth for SMEs and VCSEs specialising in supported living and domiciliary care services. Providers with experience in these areas are invited to contribute their insights at the market engagement session and could benefit from securing part or all of the seven available contracts. By fostering sustainable and flexible support models, those awarded contracts will play a vital role in empowering individuals in the community, encouraging a collaborative response to local needs. The flexible approach to service provision will not only increase business engagement with the local council but also reinforce their presence in the social services industry within the region.

## Notice

Bridgend County Borough Council is looking to recommission its General Supported Living service which will include care and support funded by both Adult Social Care and the Housing Support Grant. The Council is looking to engage with high quality Providers who can demonstrate their experience of delivering supported living services; and to subsequently award a number of separate Local Area Service Contracts via Lots. This is an opportunity for providers interested in providing Supported Living (registered domiciliary care) services in the Bridgend County Borough area to hear from the Council about the upcoming tender opportunity. Lots 1 - 7 Location and Cost Per Annum: Lot 1 Pencoed PS303,492 Lot 2 Maesteg PS1,280,596 Lot 3 Tondu PS2,946,409 Lot 4 Bridgend West PS1,341,481 Lot 5 Bridgend East PS1,678,255 Lot 6 Pyle & Kenfig PS2,050,560 Lot 7 Porthcawl PS570,617 TOTAL (All Lots) PS10,171,410 Providers will be required to work with the Council to implement sustainable and flexible models of support that enable Individuals to become active members of their local communities. Delivering a 'locality' model will enable Providers to flexibly respond to needs where they arise, utilise resources efficiently, and support collaborative working with the broader community. The service must be available 24 hours a day, 365 days per year in line with the assessed needs of Individuals. Each Local Area Service Contract will include a number of Supported Living schemes within that area. A Pre-Market Engagement session is planned for BCBC to present the key elements of the planned procurement, to hear about Providers' knowledge and experience, and to answer questions that Providers may have. After the session, an open feedback form will be issued to providers to return their comments and feedback. Providers will be able to bid for all Local Area Contracts, but the Council will be looking to secure a mixed market where possible. Experience of delivering Supported Living services will be a pre-requisite. Benchmark data indicates that the service across all current schemes in 7 Locality Areas totals 8979 hours of support per week (day and night hours), delivered to 89 Individuals living in 34 housing units. Please note this is for information purposes only and further Service details will be provided at tender stage.

### Planning Information

Bridgend County Borough Council (BCBC) will shortly be recommissioning its General Supported Living Services and its officers are keen to attract a number of quality registered social care providers who are interested in working with us.
In order to further develop these plans, BCBC is looking to carry out a market engagement event with appropriately registered and experienced care providers to gain a provider’s perspective on the service model that BCBC will be looking to introduce from April 2027.
The market engagement event will be in the form of a group Microsoft Teams meetings (online) with interested providers and will be facilitated by BCBC. This will take place over 2 hours, between 15:00-17:00 on Wednesday 17th June 2026. After the session, an open feedback form will be offered to enable providers who attended, a further opportunity to submit any comments and feedback. Please note that the portal we will be publishing the tender in the autumn and supporting documentation will be via www.etenderwales.com
To enable us to determine numbers and to register your intention to join the Engagement Event, please email your request to:
Richard.thomas1@bridgend.gov.uk by close of play on Monday 15th June 2026. Once numbers have been collated, you will then be sent a Microsoft Teams invite.
