## Summary

The Met Office, a central government public authority located in Exeter, has awarded a contract titled "SAIRA Data Collection Service" to the University of Surrey. This project falls under the services category, particularly focused on research and experimental development. The contract revolves around developing an API to streamline the handling of SAIRA data by airline staff, utilising Android tablets and bespoke applications. This procurement, conducted without competition under a direct method, is now in the award stage with the contract effectively commenced on 1st June 2026 and expected to conclude on 30th June 2026. The contract is valued at a gross amount of £54,000, emphasising data safety and efficiency in operations.

This tender presents a significant opportunity for businesses specialising in research, software development, particularly in API creation and deployment, as well as those involved in aviation data services. Firms with expertise in developing secure, user-friendly applications for data handling and cloud storage solutions would find this project particularly aligned with their capabilities. Additionally, businesses experienced in handling sensitive data and delivering reliable backup solutions have the potential to engage with similar future opportunities within public sector contracts, indicating fertile ground for growth and collaboration with governmental agencies.

## Notice

An application programming interface (API) will be developed to facilitate the upload of data files by airline staff and retrieval of data files/points by the Met Office. Once data is received, the system will automatically merge the incoming SAIRA files and process the radiation dose information, streamlining the workflow and reducing manual intervention. To safeguard against data loss and ensure long-term availability, regular backups will be performed and stored within the UK. Location data directly from the airlines would be preferred, however FlightRadar24, or similar alternatives, can be incorporated to match the SAIRA data to geographic position. The system will utilize Android tablets, one each for British Airways and Virgin Atlantic to begin with, to facilitate the data upload process from SAIRA instruments. A bespoke Android application will be developed and installed on these tablets, providing airline ground staff with secure user accounts. This application will enable users to read data directly from the micro SD cards and upload the extracted files to the cloud server. The design aims to maintain operational familiarity for airline staff while improving reliability and efficiency in data handling.
