## Summary

Sellafield Limited has proceeded with the procurement of an "Off-Site Emergency Plan," awarded directly due to the absence of suitable competition for technical reasons. The procurement process has reached the contract stage, with completion and award over the summer of 2026. The contract, valued at £322,842 gross, concerns services classified under nuclear safety, relevant to industry professionals in nuclear and safety management sectors. The buying organisation, Sellafield Limited, is located in Warrington, UK, and works under public authority and sub-central government classifications. Westmorland and Furness Council has been contracted as the supplier, operating from Carlisle, UKD12 region, reflecting the importance of local government reorganisation initiatives.

The nature of this tender provides opportunities for growth for businesses specialising in nuclear safety services, emergency planning, and regulatory compliance. Businesses with expertise in these areas, particularly those that can demonstrate technical competencies aligned with REPPIR 2019 and COMAH 2015 regulations, would be well-suited to compete, now and in future tender processes. The direct award process highlights the criticality of specialised skill sets and illustrates the necessity for prospective bidders to maintain precise adherence to technical requirements within nuclear and emergency management sectors. With a strategic focus on local authority services standardisation, this contract exemplifies opportunities in public sector collaborations for competent large-scale enterprises.

Therefore for reporting/invoicing and other fiduciary purposes, the delivery of provisions listed in the Service Level Agreement (SLA) will be under Westmorland and Furness Council (W&F). i.e. this will be reflected in any financial paperwork. Also as a result of Local Government Reorganisation (LGR), there is an aspiration to standardise the SLA process from a local authority perspective across all REPPIR & COMAH sites in the County. Thus there is the pote
