Preliminary Market Engagement Process
Document 1 – Initial Market Engagement Questionnaire
The authority will issue a Preliminary Market Engagement Notice with a link to the e-tendering portal the authority is utilising. This document “Preliminary Market Engagement v2” and “Document 1 - Initial Market Engagement Questionnaire” will be available through this e-tendering portal. 
To register interest in engaging throughout all the preliminary market engagement stages suppliers must complete the “Document 1 Initial Market Engagement Questionnaire” and submit this back through the e-tendering portal. The authority will then register you as interested in additional Preliminary Market Engagement stages. 
Any supplier that does not provide a completed “Document 1 Initial Market Engagement Questionnaire” before the deadline will not be included in any future market engagement activity but will not be excluded from any future tender opportunity. 
It is the responsibility of organisations to ensure any submissions are prior to the closure of the opportunity. Organisations submissions received beyond the deadline date and time may be excluded from consideration.
The Document 1 initial market engagement questionnaire will focus upon:
• Wider market capability and capacity
• Supplier appetite
• Emerging innovations
• Market/ sector development
• Potential sourcing models
• Risks and opportunities for service delivery
Preliminary Market Engagement 2 – Question and Response
Following completion of the initial questionnaire, a further market engagement document containing additional questions will be issues to suppliers who have registered an interest through the Preliminary Market Engagement Notice and completed the Document 1 – Initial Market Engagement Questionnaire. 
This secondary Preliminary Market Engagement type will focus upon:
• Confirming and refining the proposed contract scope
• Testing the Authority’s preferred sourcing strategy
• Understanding market appetite for different contractual and commercial models
• Identifying barriers to participating and opportunities to maximise competition
Supplier responses will be reviewed and used to further shape the sourcing strategy and procurement documentation
Preliminary Market Engagement 3 – Supplier Engagement Meetings (optional)
The Authority may wish to conduct a third type of market engagement comprising of one-to-one meetings. The authority can undertake these one-to-one meetings throughout the Preliminary Market Engagement period.
The purpose of these meetings will be:
• Gain a deeper understanding of responses provided in Stages 1 and 2 
• Gain a deeper understanding of market dynamics and structure
• Explore supplier feedback in greater detail
• Clarification upon aspects of proposed requirement scope and delivery model
• Inform the final sourcing and contractual structure
Transparency
The Authority will conduct all preliminary market engagement activities in a fair, transparent and non-discriminatory manner. Any information shared during engagement that is relevant to the final procurement will be made available to all interested suppliers. Participation in market engagement will not provide any supplier with an advantage in any subsequent procurement process and will not be used as an assessment of supplier suitability or capability.
