## Summary

Gloucestershire County Council is leading the procurement process for the SHaRe Framework (Support, Help, and Resources), a commissioning initiative aimed at consolidating various services for children and young people. This process is in the planning stage and is designed to secure providers for services such as Short Breaks, Floating Support, and the Holiday Activities and Food Programme, among others, within the UK region of UKK13. Engagement sessions commenced on 10th June 2026, with additional specification focus group sessions scheduled between 29th June and 1st July 2026, extending to 16th July 2026. This framework agreement, with a total estimated value of £129,293,380.8, has a planned contract period starting 1st April 2027 and ending 31st March 2033, with potential extensions up to 31st March 2035. A future notice is planned for 1st September 2026.

This procurement offers significant opportunities for small and medium-sized enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs), given the framework's focus on diverse service provisions within the health and social work sectors. The inclusive and strategic approach of the SHaRe Framework invites businesses capable of delivering flexible and innovative services to contribute to a broad range of support activities. Engaging in this process not only provides expansive growth potential due to the multi-lot structure but also enables companies to collaborate directly with Gloucestershire County Council, thereby influencing service specification and delivery outcomes. Businesses with expertise in community engagement, inclusive services, or crisis intervention will find particular alignment with this tender's objectives.
