## Summary

Worcestershire County Council is currently in the planning stage of a procurement process for a Target Hardening (Sanctuary Scheme) service, aimed at providing safety measures and support for households at risk of domestic abuse within Worcestershire, England. This initiative, designed in partnership with the six District Councils of Bromsgrove, Malvern Hills, Redditch, Worcester City, Wychavon, and Wyre Forest, seeks to create a single, responsive service throughout the county. The procurement process is engaging the market with a preliminary market engagement (PME) to gather insights and gauge interest. Feedback for this engagement is due by 24th June 2026. Additionally, the scope of work falls under industry categories such as health and social work services, security fittings, and repair services, with a light-touch procurement regime in place.

This tender offers significant opportunities for businesses within the security and social work sectors, particularly those that provide security installations, enhanced security locks, alarm systems, and social work services. SMEs (Small to Medium Enterprises) are encouraged to participate, making it an ideal opportunity for local companies looking to expand their footprint in public safety and domestic aid services. The planned contract period spans from April 2027 to March 2029, with potential renewals up to March 2031. Companies interested in contributing to a public service that promotes the safety and well-being of vulnerable communities should consider engaging with this process to align their offerings with a socially impactful cause.

## Notice

A Sanctuary Scheme is a multi-agency, survivor-centred initiative which aims to enable households at risk of violence to remain safely in their own homes by installing a 'Sanctuary' in the home and through the provision of support to the household. This is sometimes referred to as "target hardening". The Target Hardening Property Scheme for Worcestershire is being commissioned in conjunction with all six District Councils (Bromsgrove, Malvern Hills, Redditch, Worcester City, Wychavon & Wyre Forest) in Worcestershire. The intention is to create a single, high quality, responsive commissioned service across the County to provide Target Hardening to various levels within existing accommodation to enable survivors of Domestic Abuse to remain in their own homes. Sanctuary Schemes are referred to in the Domestic Abuse Act 2021, which places a strong emphasis on supporting survivors of domestic abuse and their children within safe accommodation.
