## Summary

The procurement process described involves Airedale NHS Foundation Trust in West Yorkshire, which intends to award a contract for the provision of digital histopathology services at Airedale General Hospital. This process is classified under pathology services, focusing on delivering diagnostic histology reporting via slides or digital imaging as needed. The procurement follows the Provider Selection Regime (PSR) Regulations 2023 rather than the typical Public Contracts Regulations. The process is at the award stage, with a contract term starting on 17th June 2026, lasting until 30th June 2027, with options to extend for two further 12-month periods. Representations by providers must be made by 16th June 2026.

This tender presents promising opportunities for pathology service providers, particularly those offering innovative digital solutions, to enhance their market presence and establish partnerships with regional health authorities. Companies like Trinity Pathology Services LLP, already identified as the intended supplier, stand to benefit from the contract's estimated lifetime value of £600,000. This PSR process, which identifies the most suitable provider without a competitive exercise, enables businesses focused on quality, integration, and value to position themselves as key service providers in the healthcare sector. This could be a valuable opening for SMEs looking to expand their services in the pathology domain within the NHS framework.

Award decision-makers;
Sarah Walters
Mark Harrison

Based on the Authorities assessment and PSR decision making process (taking into account key criteria; quality, value, integration, inequalities and access), ILS LLP intends to award a contract following MSP Process under the Provider Selection Regime (PSR).

The authority is proposing a new contract to replace the existing contract at the end of its term and the proposed contracting arrangements are not changing considerably.

ILS LLP is of the view that they are able to identify the most suitable provider without running a competitive exercise.

Direct Award Processes A (only one provider can provide the services) and B (unrestricted patient choice) and C where an existing provider is satisfying its contract and the new contract will not be materially different from the current contract do not apply and a competitive process is unlikely to add value for patients, taxpayers, or the population.
