## Summary

The Cardiff and Vale University Health Board is planning a tender process for the provision of accredited Violence and Aggression (V&A) training and restraint practice. The procurement process, managed by the NHS Wales Shared Services Partnership (NWSSP), falls under the services category with the main focus on specialist training services. This planning stage aims to engage with the market to address identified quality, safety, and governance risks in the current training model. The procurement process includes a pre-market engagement event scheduled for 25 June 2026, and interested suppliers must express their interest by the deadline of 19 June 2026. The training is intended to be delivered across Cardiff, UK, with the procurement adhering to Welsh devolved regulations.

This tender presents significant opportunities for businesses within the training and development sector, particularly those specialising in accredited training services that comply with RRN training standards and NICE NG10 guidance. Companies offering comprehensive delivery models and cost-effective solutions would be well-positioned to compete. The procurement will consider suitability for SMEs and voluntary, community, and social enterprises (VCSEs), making it an inclusive opportunity for growth in the public sector. Engaging in this tender could lead to long-term business relationships and service provision to a major public authority, thereby enhancing reputation and market presence.

## Notice

Provision of accredited Violence and Aggression (V&A) training, including restrictive practice and staff development services.

### Planning Information

Cardiff and Vale University Health Board is seeking to engage with the market in advance of a potential procurement for Violence and Aggression (V&A) training provision, following a review which identified quality, safety, and governance risks within the current model, including gaps in external accreditation and alignment with national standards such as RRN Training Standards and NICE NG10 guidance.
The Health Board is considering a revised hybrid model and is seeking an RRN-compliant, BILD ACT certified provider to deliver Module D (restrictive practice training) and support internal capability development. This is expected to include a foundation programme for approximately 882 staff, annual refresher training, and a train-the-trainer programme to support delivery of Modules B and C. Suppliers are invited to provide indicative information on delivery models, governance, and cost profiles.
The contract value and duration have not yet been determined, and this engagement is intended to inform the specification and route to market.
A pre-market engagement event will be held on Thursday 25 June 2026. Suppliers interested in attending are requested to register their interest, and further details regarding the time and format will be provided in due course. Participation will not offer any advantage in any subsequent procurement process.
For further information or to express interest in attending, please contact: marisa.riley2@wales.nhs.uk.
