## Summary

Cardiff Council is in the planning stage for a procurement process to engage Security and Concierge Services for fourteen supported accommodation sites across Cardiff. This initiative is categorised under the services industry, specifically targeting security services. The contract is valued at approximately £3.7 million, with an initial duration of one year and an option to extend for an additional 12 months. A Pre-Market Engagement Event will occur on 2 July 2026, and interested suppliers must register their interest by 26 June 2026. The procurement method is open, and this process is documented under the tag of planning, suggesting the tender has not yet been formally released.

This tender represents a significant opportunity for businesses, especially those experienced in providing security services in a social care context. Companies with expertise in supporting vulnerable populations, including families, managed properties, and youth-specialist models, will find this opportunity particularly aligned with their strengths. Notably, the need for a trauma-informed and relational approach in service delivery highlights the importance of understanding complex client needs, offering a competitive edge to businesses that prioritise empathy and quality service. The potential for a long-term framework contract offers substantial growth prospects for small and medium-sized enterprises (SMEs) looking to expand their operations within the public sector in Wales.

## Notice

Cardiff Council is releasing a tender for the provision of Security and Concierge Services to be provided across fourteen of their supported accommodation sites. The allocation is approximately PS3,700,000 over the full duration of contract. The Framework is for a period of 1 year with the option to extend for 12 months. All of the supported accommodation sites are across Cardiff, including single and family accommodation, managed properties and a specialist young person's model. This is not a traditional or rigid security contract. The service is intended to support vulnerable residents within accommodation settings, with officers working alongside support staff to promote safety, wellbeing and stability. The service must be delivered in a psychologically informed and trauma-informed way, with an emphasis on building positive relationships and responding to residents with empathy, respect and an understanding of their individual needs. The Contracting Authority does envisage that the employees working on the current service shall transfer to the successful Tenderer or its subcontractors, under the Transfer of Undertakings (Protection of Employment) Regulations 2006 (SI 2006/246) ("TUPE"). Tenderers are advised to form their own view as to the extent of the application of TUPE and the costs associated with this. The Contracting Authority reserves the right to ask Tenderers to confirm their approach to TUPE transfers and how any associated costs have been addressed in their Tender.
