## Summary

The Department for Transport is initiating a public procurement process for the Clean Vehicle Retrofit Accreditation Scheme (CVRAS) focused on air quality management across the United Kingdom. The procurement is currently at the planning stage, with the scheme set to begin on 31st August 2026 and run until 30th August 2028. This engagement includes monitoring the performance of CVRAS bus fleets and enhancing compliance with telematics reporting. A market engagement notice has been published, and a Microsoft Teams webinar is scheduled for 18th June 2026 to discuss the requirements, timelines, and provide an opportunity for suppliers to engage with the Department. The total contract value is set at £1,189,000, with gross potential up to £1,500,000. The procurement will be conducted under the legal basis outlined in UKPGA 2023/54, and classified under public authority in central government.

This procurement presents significant opportunities for businesses involved in air quality management services, particularly those specialising in vehicle emissions reduction and telematics. Small and medium enterprises (SMEs) as well as voluntary, community and social enterprises (VCSEs) are encouraged to participate, given the suitability criteria specified. With a contract period offering potential renewal, this tender represents a stable opportunity for organisations able to provide comprehensive monitoring and compliance solutions, contributing to the enhancement of Clean Air Zone charging systems in collaboration with bus operators and local authorities. Engaging in this scheme not only aligns with sustainability objectives but also positions businesses at the forefront of the UK's transition to a zero-emission fleet.

## Notice

The CVRAS (Clean Vehicle Retrofit Accreditation Scheme) supports the reduction of air pollutant emissions from older and more polluting diesel vehicles during the transition to a zero-emission fleet. The scheme was launched in 2017 and funded by Government to accredit retrofit technologies that could reduce levels of nitrogen oxides (NOX) emissions from buses to close to Euro VI levels. The Department for Transport has a requirement for an outsourced service to provide an accreditation scheme. This comprises monitoring performance of the CVRAS bus fleet, improving compliance including telematics reporting, engaging bus operators and Local Authorities on bus fleet maintenance and supporting accurate functioning of Clean Air Zone charging.
