## Summary

The Defence Infrastructure Organisation is initiating the planning stage for a procurement titled "Technical Support Provider for VEHICLE INSPECTION FACILITY UPGRADE PROGRAMME (VIFUP) FOR THE REGULAR ESTATE - UK1," aimed at upgrading vehicle inspection facilities across the Defence estate. This process falls under the services category, specifically technical support services, with a planned delivery location spanning the United Kingdom. Key dates include a future notice publication by 30th September 2026 and a contract starting on 2nd November 2026, ending by 29th October 2027, with the possibility of extension until October 2031. The estimated total value of the programme is approximately £110 million, with an initial assessment study valued at £640,000. Potential procurement methods being considered include staged contracting or a single contract arrangement with optional services.

This tender presents substantial opportunities for growth, particularly for businesses specialising in technical support services and project management. Small and medium enterprises (SMEs) may find this opportunity particularly accessible, as the procurement has been structured to accommodate their participation. With services required across various stages, including assessment studies and project management, businesses with expertise in NEC4 contracts and procurement activities could leverage their capabilities to secure contracts. Moreover, firms with a geographical reach across the UK stand to gain, as the projects are distributed nationwide, offering abundant opportunities for companies that can provide comprehensive, multi-disciplinary support.

## Notice

The Authority will seek to engage a Technical Support Provider (TSP) to support delivery of the Vehicle Inspection Facility Upgrade Programme (VIFUP), a programmatic initiative to upgrade vehicle inspection facilities across the Defence estate. The overall programme is currently valued at approximately PS110M. Delivery is expected to utilise a combination of existing contracts (e.g. PFIs and Regional Delivery frameworks) alongside the procurement of new contracts for major refurbishment works. The estimated value of these major refurbishments is approximately PS35M, with potential for further increase, and projects are geographically distributed across the UK. The TSP will be required to provide multi-disciplinary support across the programme lifecycle. The anticipated scope of services includes: a. Assessment Studies b. Project Management Support c. NEC4 Administration d. Design e. Support to Procurement Activity f. Technical Support and Advice g. Support/Evidence to Full Business Case The Authority is currently considering procurement and packaging options for the TSP services. Potential approaches include: * A staged contracting model, with an initial contract for assessment studies followed by subsequent contracts for later RIBA stages; or * A single contract arrangement, incorporating optional services to be called off as the programme progresses * The potential to structure delivery on either a UK-wide basis or through regional lots, reflecting the geographical spread of the programme. The estimated value of the initial assessment studies is approximately PS640K.
