## Summary

Nottinghamshire Healthcare NHS Foundation Trust has issued a VEAT notice for the short-term extension of its existing Electronic Patient Records system contract with Access UK Limited. This notice, under Regulation 32(5)(b) of the Public Contract Regulations 2015, informs that the extension aims to ensure continuous operation of the EPR system while a new procurement process is prepared. The extension spans 24 months with an option for an additional 12 months, potentially reaching a total of 3 years, and is vital for patient care at Nottinghamshire Healthcare NHS FT. The procurement stage is currently in the award phase, with the contract having been signed on 5th June 2026. The application of this notice is significant in Nottinghamshire, within the healthcare information systems category.

This procurement presents a stable revenue stream for Access UK Limited but currently does not offer immediate opportunities for new contractors due to its specific focus on continuity of care with an existing supplier. Nevertheless, future procurements related to the new EPR systems expected to commence in Q2 2026 could create opportunities for businesses specialising in healthcare digital solutions. Companies capable of integrating into the London Procurement Partnership Clinical Digital Health Solutions Framework, particularly those providing innovative and robust patient administration systems, will be well-placed to compete when the process opens. This presents a potential growth avenue for businesses looking to establish long-term contracts within the NHS framework.

## Notice

This VEAT notice is in relation to a short-term extension to the existing arrangement for the provision of an Electronic Patient Records system (EPR).

This is not a new contract opportunity but rather a VEAT notice to inform the market that the contracting authority intends to extend the term of its contract for the provision of an EPR system with Access UK Limited. This contract extension will be for a duration of 24 months with a possible further 12 month extension, giving a maximum of 3 years.

This is to ensure continuous operation of the existing EPR system at Nottinghamshire Healthcare NHS FT whilst work is undertaken to procure a new EPR contract(s).

The Contracting Authority proposes to undertake a competitive procurement exercise, which is expected to commence Q2 2026 and anticipates contract award by Q4 2027. The Contracting Authority intends to utilise the London Procurement Partnership Clinical Digital Health Solutions Framework (CDHS) to procure the EPR system.

The Contracting Authority recognises that the Access UK Limited product is critical to the safe delivery of patient care, and as a result it would not be feasible for another supplier to provide these services within the short-term nature of this proposed extension. Procuring a new supplier at this stage would impose significant additional costs and render existing EPR system open to disruption. This would not be acceptable and would pose a significant risk to patient care.

The Contracting Authority considers that the short-term extension is permitted under Regulation 32(5)(b) of the Public Contract Regulations 2015.

PLEASE NOTE: The final signing of the Contract is still to take place.
