### Planning Information

International Nuclear Services (INS), trading as Nuclear Transport Solutions (NTS), is undertaking pre-market engagement to better understand the market for port agency services and inform its future procurement approach.
NTS previously conducted an Expression of Interest (EOI) exercise focused on the Japanese market. The responses received provided useful insight into supplier appetite and capability.
NTS is now seeking further supplier input on the most appropriate contractual and procurement approach, including whether a geographical structure, taking into account operational need, would provide the best value and operational outcome.
The potential scope may include ship agency coordination, liaison with regulatory authorities, port and sub-agency management, and associated marine consultancy services across international ports and regions.
No final decision has been made regarding the procurement strategy, contract structure, duration or route to market. Feedback received through this exercise will help inform NTS’s future approach.
It is envisaged that the opportunity may be for a maximum term of up to eight (8) years commencing April 2027. The indicative contract value will be tested as part of this pre-market engagement exercise; however, based on historical data, the estimated value is approximately £2 million over the full eight-year term, subject to change. The value is stated in GBP; however, NTS recognises that transactions may be required in other currencies and that the contract value will reflect the total equivalent value after conversion.
Although current requirements are mainly focused on Japan, NTS is considering whether a broader arrangement could support future port agency requirements across multiple geographical regions, based on the needs of its shipping business and its customers.
