## Notice

The Home Office is seeking to engage with suppliers interested in delivering business process optimisations. The requirement is still being developed, and this preliminary market engagement will be used to test supplier appetite, understand market capability, and help refine the final requirement and procurement approach. The potential future requirement may include, but is not limited to, support across the following areas: * Exploiting new and innovative technologies * Grey IT remediation * Improving the digital enablement of business processes including, but not limited to, sustained operational support and automating manual reporting More detail on requirements will be provided upon the signing and returning of the NDA. This is not a call for competition or an invitation to tender. The Home Office reserves the right to amend the scope, procurement route, commercial model and timetable following market engagement and internal approvals. For the purposes of this Preliminary Market Engagement Notice, the estimated contract value has been calculated based on information currently available. This figure is indicative only and is subject to change. The Contracting Authority reserves the right to amend, update, or vary the estimated value and makes no commitment or guarantee as to the final contract value in any future procurement. The proposed CPV codes are intended to reflect the current anticipated scope of the requirement, including digital professional services, low-code development, automation, systems integration, and associated consultancy services. The final list may be amended following market engagement. The Home Office reserves the right to amend the details provided at Market Engagement process at a later date if needed. Any changes will be updated on the Preliminary Market Engagement Notice and communicated through Jaggaer.

### Planning Information

This Preliminary Market Engagement relates to the Home Office's potential future Border Force Strategic Support Procurement.
The requirement is still being developed. The purpose of this engagement is to test supplier appetite, understand market capability, gather views on possible delivery and commercial models, and inform the Authority's development of the requirement and procurement approach.
The engagement process will be conducted in the stages outlined below. Further phases of engagement may be introduced in advance of any formal procurement launch.
1. To express an interest, participants must first be registered on the Home Office eSourcing Suite. If you have not yet registered this can be done online at:

Please note that, in order to register, suppliers must have a valid DUNS number (provided by Dun & Bradstreet) for the legal entity that would enter into any resulting contract.
Suppliers wishing to participate should submit an Expression of Interest email using the following details:
Email address: Megan.Varah@homeoffice.gov.uk 
Email subject line: Expression of Interest – BF SS – NDA Request – [DUNS Number]
The email must include:
• Supplier name (as registered on Companies House)
• DUNS number
• Jaggaer Account ID
• Contact details for the nominated representative, including: 
• Name
• Job title
• Email address
• Contact telephone number
2. Once the above steps are completed, participants will be granted access to the Non-Disclosure Agreement (NDA) event in JAGGAER.
3. The Supplier will then be asked to complete the NDA and return this document back to the Authority for countersignature. The countersigned NDA is a pre-requisite to receiving the Request For Information (RFI) and attending the Market Engagement Event.
4. Suppliers whose NDAs have been countersigned 24 hours prior to the Market Engagement Event will be granted access to the Market Engagement Event and a virtual invite will be shared. 
5. Ahead of the Market Engagement Event, the Home Office will share the RFI through Jaggaer so they have early sight of content which will be discussed at the event.
The RFI provide further information on the Authority's current thinking, the strategic and operational context, the potential scope of the future requirement, and the areas where supplier feedback is requested.
The information provided in the Request For Information (RFI) will be high-level and indicative only. It should not be treated as a final specification, statement of requirements, procurement strategy or commitment to procure. The documentation will be draft, with the Home Office reserving the right to amend the documents and to not implement all feedback received.
6. The Market Engagement Event will be held virtually on 01/07/26. This event will provide an overview of, but not limited to, the opportunity, outline the procurement timeline and process. The event will be recorded so those who do not receive a countersigned NDA by the Market Engagement Event will have access to its recording.
7. Suppliers will have the opportunity to submit clarification questions, for which the deadline to submit is 13:00 06/07/2026.
8. The Home Office will provide answers to the clarification questions by 17:30 on 08/07/2026
9. Suppliers are required to submit their Request For Information (RFI) response 48 hours prior to the engagement deadline (17:00 10/07/2026) for review by the Authority. 
10. Participants should ensure they allow sufficient time to complete the NDA process and submit any responses or feedback before the RFI event closes.
