## Summary

Natural England, a central government public authority in the UK, has recently completed the award stage of its procurement process for the contract titled "NCEA_EES Access Permissions 2027/28 surveys." The contract focuses on acquiring access permissions for environmental surveys across England as part of the England Ecosystem Survey (EES) project under the Natural Capital and Ecosystem Assessment (NCEA). Awarded under a framework agreement using a selective procurement method, this contract reflects Natural England's efforts to engage qualified suppliers through a competitive process. The contract, signed on 15 May 2026, began on 1 June 2026 and is set to conclude by 31 March 2027, with its activities primarily in the environmental services category. The estimated contract value is approximately £409,293 excluding VAT, with a gross total of £491,152.

Fera Science Limited, a large company based in York, has been awarded the contract, presenting significant growth opportunities for businesses specialising in environmental services within the UK. This contract requires obtaining access permissions, a critical task for conducting terrestrial environmental surveys, which will provide crucial data for environmental assessments and policymaking. Enterprises with expertise in navigating land access agreements, stakeholder management, and environmental data collection will find this tender particularly promising. Businesses equipped with strong negotiation capabilities and connections with landowners may gain invaluable exposure and experience, aiding in their expansion amidst the UK’s policies for enhanced natural resource assessments.

## Notice

Natural England is delivering several projects for the NCEA, the largest and most complex of which is the England Ecosystem Survey (EES). The aim of the EES is to get a true understanding of the condition of England's terrestrial environment, and to do this we need to identify landowners and land users, and secure land access permission to carry out surveys on their land. This Contract is for a supplier to come in and obtain the above noted access permission. The surveys, which will be conducted under a separate contracting method to this contract, will collect data relating to habitats, vegetation, peat and landscape as well as soil and water biota eDNA and support Natural England's earth observation programme. TO NOTE: The contract was awarded on 7 May 2026 and signed on 15 May 2026 with a start date of 1 June 2026.
