## Summary

Southend-on-Sea City Council has updated a contract related to the Drug and Alcohol Treatment and Recovery Services, under the Health Care Services (Provider Selection Regime) Regulations 2023. The procurement process is focused on health and social work services and falls under the services category. The modification notice refers to a contract already awarded to The Forward Trust, which operates in Southend-on-Sea, UK. Key players in this decision included members from the Adults and Communities and Finance and Resources departments, and cabinet members. The contract initially started on 1st April 2022 and is set to expire on 31st March 2027, with a possible extension until 2032. Recent updates include additional funding from the Department of Health and Social Care to support these services, as part of a national strategy aimed at improving access to treatment and expanding service capacity, effective from 2026/27.

This tender opens up significant business opportunities for organisations specialising in health and social services, especially those with a focus on substance misuse treatment. The contract is valued at £3,134,851 and benefits from additional funds geared towards enhancing service delivery. Businesses with expertise in community-based healthcare, prevention, and recovery services will find this an excellent opportunity to leverage their skills in a region-specific setting. The requirement for a collaborative, outcomes-based approach in delivering these services further encourages partnerships with local agencies, promising consistent business engagement and growth. Companies experienced in delivering flexible, innovative solutions to meet emerging local needs or those staffed with specialists in drug and alcohol treatment are particularly well-positioned to compete effectively for such contracts.

### Lot Information

Lot 1

The Integrated Drug and Alcohol Treatment and Recovery Service will deliver open-access, evidence and community-based provision, working in partnership with other local services that are tailored to the needs and lifestyles of citizens in Southend-on Sea. The service will operate a delivery model which recognises national best practice, guidance and the needs of specific priority groups. The service model will incorporate provision of prevention, early intervention, harm reduction, treatment and recovery services for Southend citizens at risk of harmful or hazardous drinking, dependent drinkers, users of all illicit and performance enhancing drugs, new psychoactive substances (legal highs), and adjunctive problematic use of prescribed and 'over the counter' medications. The service will be person-centred and offer quality and value for money and be designed to meet the needs of the local population. The service will be flexible, sustainable and innovative, whilst complying with the latest clinical guidelines and evidence-based research, with the provider being able to adapt to emerging needs of Southend-on-Sea. Lived experience will also be a vital tool particularly in relation to reviewing, designing and delivering the service. The provider is expected to work to an outcomes-based approach, and wherever possible this will be in collaboration with other agencies to achieve these outcomes. The service will be a single integrated specialist substance misuse service providing specialist drug and alcohol services for young people and adults, including specialist focus on addressing the drug and alcohol concerns of those within the criminal justice system and of those who have experienced a period of rough sleeping in the borough.
