## Notice

The Greater London Authority (GLA) is undertaking preliminary market engagement in advance of a potential procurement for support and management services associated with the RE:FIT 5 Framework (2026-2030), specifically for delivery outside London. RE:FIT is a long-established public sector decarbonisation framework. Since 2016, it has supported the delivery of: - PS576m of investment in decarbonisation/energy efficient projects. - PS35m annual savings to public sector organisations and - 654,700 tonnes of carbon reduction per year RE:FIT 5 represents the next phase in scaling delivery nationally and accelerating decarbonisation across public sector estates with an estimated value of PS1 billion. This engagement seeks to: - Assess the viability and attractiveness of a concession-based delivery model for the management of the framework outside London. - Understand market capacity, capability and expertise to deliver national technical, commercial and procurement support services to framework users, specifically for each and all of the defined RE:FIT 5 delivery stages: - The Investment Grade Proposal Stage - Works Delivery Stage - Measurement and Verification Stage - Maintenance Stage and - Alternative/Off-balance sheet financing Stage. - Gather insights on delivery models, risks, innovation opportunities challenges within the supply chain - Inform the commercial and procurement approach. ANTICIPATED SCOPE OF SERVICES The GLA is seeking feedback on services that may include: - Framework management and governance - End-to-end support to framework users, including procurement, commercial and technical advisory services across the REFIT lifecycle. - National market engagement and pipeline development - Data management, reporting and performance monitoring - Operational support and administration The GLA is exploring a concession-based delivery model, under which: - Services are delivered at no direct cost to the GLA and may deliver revenue to the GLA. - The provider generates revenue through agreed mechanisms The viability, risks, and potential structures of this model are a key focus of this engagement including supplier appetite. This exercise is for information-gathering only. It does not constitute a commitment to procure, and participation will not preclude suppliers from future procurement opportunities.

GLA reserves the right to undertake further engagement exercises as required.
