## Summary

The West Yorkshire Combined Authority has completed a public procurement process for market research into illegal e-bikes, specifically focusing on electrically assisted pedal cycles (EAPC) that have been illegally modified. The tender was awarded to DJS Research Ltd, a small or medium-sized enterprise (SME), following a limited competition procurement method that was below the threshold. The main procurement category for this project is research services, and it operates within the service industry category. The contract was signed on 1st June 2026 and is set to end on 30th September 2026, although a one-month extension is possible. The research aims to understand users, motivations, and effective communication strategies related to illegal e-bike usage in West Yorkshire, with the project being conducted in Leeds.

This procurement process presents opportunities for businesses involved in research services, particularly SMEs, to engage with public authorities like the West Yorkshire Combined Authority. Companies with expertise in market research, especially those capable of dealing with niche and specialised subjects such as illegal e-bike usage, will find this tender a strong fit. Engaging in such contracts can lead to growth through increased visibility and experience in handling government projects, which can further open doors to additional public sector opportunities. Businesses focusing on technology, urban transportation, and public behaviour intervention strategies will be particularly well-suited to collaborating in similar future tenders.

## Notice

The West Yorkshire Vision Zero Partnership has appointed a Consultant to conduct market research to explore the use of and the reasons for use of illegal e-bikes in West Yorkshire. We would like to know who is using them and why. The research should also include what communication/practical interventions would be effective at reaching the target audience and creating behaviour change. By "illegal e-bike" we are specifically referring to illegally modified Electrically Assisted Pedal Cycle (EAPC). We are not wanting to include riders of non-pedal assisted bikes.
