## Summary

The procurement process involves Nuclear Restoration Services Limited, acting as the buyer, for the provision of a Modular Containment System, known as ModuCon. This contract focuses on delivering contamination control services during the Post Operational Clean Out (POCO) operations at Harwell. Located in Warrington, UK, the procurement falls under the industry category of modular and portable buildings and is facilitated through a direct award to Nuvia Limited. The procurement stage is at the award phase, with the contract period set from 13th July 2026 to 30th January 2027. The procurement process follows regulations under the UK Procurement Act 2023, justified by technical reasons where competition is limited, and no viable alternatives are available. The award is valued at £400,000 GBP.

This tender presents growth opportunities for businesses specialising in modular construction and portable system solutions, particularly those that can offer advanced containment systems for hazardous environments. Given the specialised nature of the requirement, businesses with expertise in delivering custom engineering solutions in the nuclear sector, especially those capable of ensuring safety and regulatory compliance, would be well-suited to compete in such procurements. The direct appointment of Nuvia Limited underscores the necessity of meeting high technical standards, an area where businesses with similar capabilities can find substantial market potential.

### Procurement Information

NRS intends to make a direct award to Nuvia Limited for its - Modular Containment System (ModuCon) pursuant to r Schedule 5 Para 6 of the Procurement Act 23. The direct award meets the following conditions: (a)due to an absence of competition for technical reasons, only a particular supplier can supply the goods, services or works required, and (b)there are no reasonable alternatives to those goods, services or works. NRS require a temporary enclosure to provide a contamination controlled area to carry out Post Operational Clean Out activities involving the removal of hazardous materials from storage tubes at Harwell Site. The solution needs to provide a safe, suitably ventilated, radiological area to carry out these operations. It needs the ability to be reconstructed in different locations within the site facility. To ensure value and alignment with procurement guidelines NRS has conducted a technical options evaluation of all other possible engineering solutions that might be able to meet this need. The result is that NRS is satisfied there are no other suppliers who are able to provide a suitable alternate engineering solution to provide this requirement other than in a modular containment system and Nuvia's ModuCon product is the only appropriate product currently available on the market. Nuvia Limited is neither an excluded or excludable supplier. A Contract Award Notice and Contract Details Notice will follow in accordance with Procurement Act 2023.
