## Summary

The Foreign, Commonwealth and Development Office (FCDO) is in the planning stage of a public procurement process for a substantial project titled "Reforms for Growth in Pakistan" (RFG). This initiative falls under the services category and targets economic governance enhancements in Pakistan, focusing on fiscal policy reforms and business environment improvement. Scheduled to run from April 2027 to March 2034, the programme is part of a larger seven-year agenda projected to be funded through a gross budget of £95,000,000 GBP. Prospective suppliers are invited to participate in an Early Market Engagement event on 7th July 2026, aimed at refining the programme's design and assumptions. The engagement event will be conducted online, with precise timings aligned to both BST and Pakistan Time.

This procurement provides significant business opportunities, particularly for SMEs and VCSEs, by engaging in foreign economic aid-related services. Companies with robust experience in fiscal policy, economic reform, and institutional capacity building would find this tender a valuable chance to contribute to transformative projects in Pakistan. The programme's focus on agile technical assistance and policy-driven research opens avenues for businesses adept at delivering adaptive and innovative solutions. Additionally, those with prior involvement in similar international development projects may find themselves well-positioned to compete for this long-term opportunity that promises collaboration and growth across borders.
