## Summary

Leicester City Council has concluded the procurement process for "The Provision of an Income Management System & Associated Services." This procurement, identified with ID 055935-2026, falls under the public authority sub-central government classification and seeks solutions within the software package and information systems industry (CPV code 48000000). The process has reached the contract award stage, with ACCESS PAYSUITE LTD selected as the supplier. The initial contract term begins on 1st February 2027 and is set to run until 31st January 2029, with options for extensions up to a maximum of fourteen years. The procurement method utilised was a direct award, ensuring a targeted and efficient selection, crucial to replacing the council's existing payment and income management software, which expires in 2027. The Council embraces a cloud-hosted solution approach while excluding on-premises alternatives for this procurement.

This procurement presents significant opportunities for businesses, particularly those specialising in cloud-hosted software solutions. While the primary contract has been awarded, future opportunities may arise through possible contract extensions or optional additional services like chargeable system upgrades, professional configuration services, and provision of additional hardware such as Chip and PIN devices. Companies offering complementary services to these areas would be particularly well-positioned to benefit. Additionally, firms that can offer innovative, flexible solutions in line with local government requirements for financial system integration will find growth potential with this engagement. With Leicester City Council's policy to remain aligned with advanced technological solutions, businesses in the digital financial management sector could see substantial collaboration opportunities moving forward.

Leicester City Council (LCC) needs to replace its payment and income management software as the current contract expires in 2027. The system takes customer balances from various host systems and facilitates payments through a variety of channels. The current IMS software is cloud-hosted, and it is an LCC ICT policy to remain with a cloud-hosted solution. On-premises solutions will not be considered at this time. The Council wishes to appoint a single provider to enter into contract to supply, install and maintain the system for an initial term of two (2) years, with the option to extend the maintenance contract for a further two (2), plus two (2), plus two (2) + two (2) year(s) under the same terms and conditions. Extensions will be subject to satisfactory performance by the successful provider.
