## Summary

The procurement process led by The Police and Crime Commissioner for Surrey, located in Guildford, United Kingdom, involved the direct award of a contract for "Ballistic Body Armour" under conditions classified as "special circumstances" due to a lack of valid certification frameworks. Conducted under the defence security regime, this procurement involved a direct method below the financial threshold, without competition. The contract, which commenced on 23rd August 2026 and is set to conclude on 22nd August 2027, was awarded to Mehler Vario System GmbH from Germany. The contract was signed on 16th June 2026, with the total gross value reported at £180,000. The buying organization aims to meet immediate operational requirements while awaiting necessary frameworks for future procurement opportunities.

For businesses interested in expanding in the defence and security sector, this tender highlights opportunities for those specialising in protective gear and uniform manufacturing. Large-scale suppliers with potential to achieve the necessary certifications for body armour would find this contract particularly beneficial. As frameworks become available, there will likely be further opportunities to supply under more competitive conditions, making it particularly attractive for established companies with the capacity to meet rigorous certification standards. Additionally, companies willing to engage in long-term partnerships with law enforcement agencies could leverage contracts like this to bolster their market presence and operational footprint in the UK.

## Notice

At the moment there are no suppliers for body armour that has a valid certification. Raising this Direct Award Special Circumstances in the preparation for when Mehler has their certification, so we can be the first one to order from them. We do have a waiver in place with Mehler at present, but due to end 22/08/2026, so this one will continue from there. Due to the certification issue, there are no valid frameworks. This contract will allow for the continue purchase which is required for operational purposes and once a framework becomes available the Authority will look to utilise that route to market.
