## Summary

The University of Essex has concluded a public procurement process to award a contract for the project titled "Research: Multilingualism, Conflict and Conflict Resolution in Africa." This initiative falls under the industry category of research and development services, with a focus on understanding multilingualism's role in conflict and resolution across select African countries. The procurement was executed through a direct award method, with Busara Center for Behavioral Economics selected for their unique capability to manage the project across multiple countries, namely Cameroon, Democratic Republic of Congo, Mozambique, Nigeria, and Uganda. The contract award, valued at £240,890, covers the service period from 15th July 2026 to 30th September 2027, with key procurement activities completed and in the award stage as of 16th June 2026. The direct award was justified by the need for consistent methodology across all territories and the absence of comparable suppliers.

This tender creates significant opportunities for businesses operating in the fields of research services and behavioural economics, particularly those with expertise in multilingual environments and conflict resolution. The project offers expansive prospects for organisations capable of executing complex multinational surveys and leveraging multilingual approaches to data collection. Companies that specialise in providing survey services, enumerator training, and data analysis, particularly within the African context, would be ideally suited to compete in such tenders. Such projects can help businesses expand their global reach and develop robust methodologies for cross-country comparative analysis, opening opportunities for future engagements in similar research undertakings.

## Notice

This notice sets out the University of Essex intention to award a contract to Busara Center for Behavioral Economics for the provision of services for the Research project: Multilingualism, Conflict and Conflict Resolution in Africa (MCCRA) Busara will work with The University of Essex on its MCCRA Project to carry out a survey and embedded experiment on multilingualism and conflict in five African countries (Cameroon, Democratic Republic of Congo, Mozambique, Nigeria, and Uganda), with a target of N=1000 respondents, and approximate duration of 45 mins per respondent. The surveys will be translated to the three most common spoken languages in each of the countries. The services also include training of enumerators, and data preparation/extraction.

### Procurement Information

A direct award is necessary because the selected provider is the only survey organisation with the operational capacity to conduct fieldwork consistently across all required countries. No alternative supplier offers comparable multi-country coverage. Using multiple survey companies would introduce methodological inconsistencies that would undermine the reliability of the results. Differences in sampling, fieldwork practices, or data-collection protocols across providers could not be disentangled from genuine cross-country variation, rendering the findings unsuitable for comparative analysis. Given these constraints, a competitive process would not yield a viable alternative supplier. A direct award is therefore the only practical and proportionate option to ensure methodological integrity and timely delivery of the survey.
