## Summary

Scotland Excel, a central purchasing body based in Paisley, has issued a Prior Information Notice (PIN) for a forthcoming procurement process concerning the "Supply and Delivery of Heavy and Municipal Vehicles" across all 32 Scottish councils. This notice is currently at the planning stage, with the official tender anticipated to be published on 3rd July 2026. The procurement belongs to the goods category and encompasses a variety of heavy-duty motor vehicles, including refuse collection vehicles, gritters, and buses. The total procurement value is estimated at £80 million, which will serve multiple locations within the geographical boundaries of the participating councils in Scotland. This initiative is governed by the Public Bodies (Joint Working) (Scotland) Act 2014 and fits within the legal framework of Directive 2014/24/EU.

This tender offers considerable opportunities for businesses involved in the manufacturing or supply of heavy-duty and municipal vehicles, particularly those with capability in providing specialized vehicle bodies, trailers, or alternatively-fuelled options. Companies with expertise in leasing, vehicle disposals, and second-hand vehicle procurement will find particular relevance, as there are options for collaboration on leasing quotations and vehicle buyback schemes. Additionally, businesses involved in vehicle modification or body building could benefit from this procurement, given the variety of vehicles and customisation requirements across different lots. Engaging with this opportunity could significantly bolster a company's foothold in the public sector market while fostering relationships with various Scottish public bodies.

## Notice

This Prior Information Notice (PIN) is in relation to the renewal framework for the supply and delivery of Heavy and Municipal Vehicles, available for all 32 council areas in Scotland and Scotland Excel Associate Members. It is anticipated specialist body building services, as well as options for alternatively fuelled vehicles (electric, hydrogen or hybrid etc) will also be sought. Scotland Excel members, may, if made available, seek to work with awarded suppliers to request lease quotations, understand vehicle buy back options, discuss disposal of aged fleet options and understand second hand vehicle purchase options for heavy and municipal vehicles.
