## Summary

UK Biobank Limited, a sub-central government public authority based in Stockport, has awarded a contract for urgent bulk printing and mailing services. This procurement process, titled "Urgent bulk printing and mailing," falls under the services category with additional links to printed matter and post and courier services. Located in various regions across the United Kingdom, the procurement's key milestone includes an award date on 19th June 2026, with a contract period extending from that date until 18th September 2026. The procurement method was a direct award, necessitated by an urgent need to communicate with approximately 113,000 participants without email addresses regarding a data incident, as announced in the House of Commons in April 2026. The contract was awarded to Paragon Peterborough Limited.

This tender offers substantial opportunities for businesses in the printing and mailing sectors, particularly those capable of rapid production and distribution while adhering to data security standards. Large-scale suppliers with experience in handling sensitive information securely and efficiently, as required in this case by UK Biobank, will find themselves particularly well-suited for such government contracts. The demand for quick turnaround times and competitive pricing in public sector communications presents ongoing business growth potential for organisations specialising in printed products and mailing services. Potential for contract renewal further enhances the opportunity landscape in this procurement category.

## Notice

Urgent bulk printing and mailing, where time is of the essence, to notify UK Biobank participants of ongoing work around an identified data incident, following the Ministerial announcement in the House of Commons on Thursday 23 April 2026

### Procurement Information

Following the Ministerial announcement in the House of Commons on Thursday 23 April 2026 of a recent data incident, and due to internal and external stakeholders' requirements, UK Biobank needed to communicate further information with its 500,000 participants swiftly, within the shortest timeframe available. Of these participants, about 113,000 do not have e-mail addresses so correspondence has to be printed and posted. As participant data has to be shared to allow the correspondence to be printed and mailed, UK Biobank worked with 4 suppliers to identify which one could meet a mailing under such conditions, whilst maintaining the data security requirements. New, existing and previous suppliers were approached. The supplier selected was chosen based on their ability to offer the shortest print/production timeframe whilst maintaining data security and offering competitive pricing.
