## Summary

The procurement process initiated by Mersey Care NHS Foundation Trust involves the "Activity-based Bed Use for Cheshire and Merseyside adult secure patients" under the Provider Selection Regime (PSR), which follows Health Care Services Regulations 2023. This tender is classified under the hospital services category, with services being commissioned on a cost-per-case basis. The process follows a limited procurement method, eschewing prior publication of a competitive call. The intended contract award is to South West Yorkshire Partnership NHS Foundation Trust, with the contract active from 1 April 2026 to 31 March 2027. Key dates include the deadline for submissions by 2 July 2026, with the process currently positioned at the award stage. The procurement is focused on providing secure mental health and learning disability services tailored to patient needs across multiple UK regions, notably UKC to UKK.

This contract presents a significant opportunity for businesses specialising in healthcare services, particularly those with experience in providing secure mental health facilities. The focus on continuity of care, financial sustainability and access reduction of health inequalities highlights opportunities for providers capable of delivering high-quality, patient-centred services that ensure timely access and cost-effectiveness. Businesses that can respond to fluctuating demand and patient acuity requirements would be well-positioned to succeed under this framework. Given that the current provider is continuing the services, competitive opportunities may exist for those able to demonstrate innovative, sustainable healthcare solutions that enhance patient outcomes and optimise service delivery pathways.
