## Summary

The Bank of England is in the planning stage of procuring a "Survey of Household Finances" focusing on survey services. The initiative includes a soft market test intended to assess supplier capability for conducting a household survey linked to bank transaction data. This process is housed under the central government category and is centred in London. Interested suppliers are encouraged to express their interest by 20th July 2026, with the project anticipated to span from August 2027 to July 2030. This stage does not entail a formal tender; instead, it aims to explore potential delivery models without advancing to contract awards.

This procurement represents a growth opportunity for businesses specialising in survey services, particularly those with experience in data linkage and compliance with data protection standards. Companies capable of delivering online surveys and handling financial data under regulated frameworks like Open Banking may find this initiative a fitting match. Engaging in this process allows businesses to position themselves strategically for future procurement rounds by aligning their capabilities with the Bank’s requirements and taking part in early-stage market conversations.

## Notice

The Bank of England is commissioning a new Survey of Household Finances to commence in H2 2027 or H1 2028. As part of the tender process, the Bank is undertaking a soft market test to understand supplier capability and feasible delivery models for a household survey that can be linked to bank transaction data for the same respondents. The core requirements are: 1) The ability to run an online household survey of approximately 15 minutes, designed by the Bank of England. 2) The supplier would provide a nationally representative UK sample, with the survey conducted twice per calendar year. 3) The ability to link survey responses to transaction-level financial data (e.g. current account data) capturing income and expenditure flows for the same respondents, at the individual or account level, using arrangements that are fully compliant with applicable data protection legislation and ethical standards. This should include clear, informed and revocable respondent consent; appropriate governance, security and data minimisation practices; and, where relevant, use of regulated access frameworks (e.g. Open Banking). Feasible delivery approaches could include, for example: use of existing consented panels with linked data; recruitment of customers from a financial institution; and/or respondent-authorised account linkage e.g. Open Banking. Examples are illustrative only and do not indicate a preferred solution. Note This process does not constitute a formal tender or other competitive bidding process and will not result in the award of a contract. The Bank is undertaking a soft market test to inform understanding of supplier capability and feasibility of potential delivery models in relation to the required services. There are, therefore, no formal criteria associated with this engagement, and it is not our intention to provide any feedback to participating organisations. Any key information that is relevant to the procurement will be recorded and made available to all potential bidders as part of the future procurement process to ensure transparency and a level playing field. No supplier will be disadvantaged by not participating in this engagement.

### Planning Information

Interested suppliers are invited to register their interest by emailing Corporate.Contracts@bankofengland.co.uk with the subject line: "Household Survey - Transaction Data Linkage - PME" by 12pm, 20 July 2026.
Please briefly outline the services you can supply, with reference to the core requirements above.
The Bank may offer optional one-to-one clarification calls with respondents, and may have further preliminary discussions with a number of suppliers (for example via meetings/calls/letters) to explore feasibility.
Any key information that is relevant will be documented and shared with all potential bidders as part of the future procurement process to ensure transparency and equal treatment.
