## Summary

The Greater London Authority (GLA) is spearheading an open procurement process for the "Domestic Abuse Safe Accommodation Framework 2026," aimed at advancing public services in the health and social work services sector. This process is crucial as it aligns with the domestic abuse duties introduced by the Domestic Abuse Act 2021, specifically tailored for London's Tier 1 authority. The initiative involves commissioning two lots under an open procedure: Lot 1 focuses on services within safe accommodation, and Lot 2 includes community and infrastructure support services for victims and survivors of domestic abuse. With a significant budget earmarked at £240 million gross, the framework will span eight years, commencing on 19 October 2026, covering the UKI region. Key organisations involved in this procurement include Transport for London and the Mayor's Office for Policing and Crime, both serving as procuring entities. Interested businesses need to submit their tenders by 27 July 2026, ensuring compliance with the open framework agreement facilitated electronically via Transport for London's SAP Ariba portal.

This procurement process offers substantial opportunities for businesses specialising in health and social work services, particularly those with capabilities in providing support for domestic abuse victims. The initiative aims to reshape commissioning services in London through an open framework that promises an inclusive tendering environment fostering competition. The framework's dual-lot structure allows for a diverse participation range, encouraging small and medium enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs) to engage. Businesses with expertise in advocacy, safe accommodation services, and infrastructure support will find this procurement appealing, especially given the framework's open structure that allows for both direct awards and further competition based on quality and value for money. With anticipated fluctuating demand and potential funding increases, businesses that can adapt to changing service requirements and offer scalable solutions are well-positioned to benefit from this long-term procurement framework.

## Notice

The Domestic Abuse Act 2021 (DA Act) introduced duties on Tier One local authorities in England to support domestic abuse victims and their children in safe accommodation (hereafter Domestic Abuse Safe Accommodation (DASA) services). As London's Tier 1 authority the GLA holds this duty. The GLA will reconfigure the commissioning landscape for DASA services in London by establishing an open framework to enable commissioners of DASA services to commission these services more effectively. The open framework will have a life span of eight years and be made up of two lots to enable the effective procurement of relevant services to discharge the GLA's duties under the DA Act. The services will include support in safe accommodation (Lot 1) and support for victims and survivors of domestic abuse (Lot 2).

### Lot Information

Services Delivered in Safe Accommodation

Provision of specialist support services for victims and survivors residing in safe accommodation, aligned with the Ministry of Housing, Communities and Local Government (MHCLG) definitions of safe accommodation, including refuges and other (DASA appropriate) accommodation-based support settings as defined in statutory guidance. Please note: Framework lot values may be shared between lots. The anticipated maximum total value of this open framework is PS200,000,000 ex VAT.

Community and Infrastructure Support Services

Provision of services provided to victims/survivors who have housing-related needs (irrespective of whether they are currently in safe accommodation). This includes services such as support navigating into and out of safe accommodation, general advocacy and prevention advice, specialist support for children, sanctuary schemes, and outreach activities. This Lot also covers wider support services delivered outside of safe accommodation. Please note: Framework lot values may be shared between lots. The anticipated maximum total value of this open framework is PS200,000,000 ex VAT.
