## Summary

Public Services Delivery Scotland (PSDS), representing all NHS Scotland Health Boards, is currently in the planning stage of a substantial procurement process titled "NP85827 Construction Contractors" under the works category. This initiative aims to establish a national Framework Agreement for construction and estates works across NHS Scotland. The project, valued at £135 million, seeks to unify existing procurement routes such as Minor Building Works and Frameworks Scotland 3 into a single framework, enhancing efficiency and flexibility. The process is still at the planning stage, with a significant market engagement phase underway, allowing potential participants to influence the development strategy ahead of the submission deadline on 21st July 2026. The procurement will cover a variety of construction work classifications including site preparation, demolition work, and mechanical installations, all designated for completion in the region of Scotland (UKM). The closing of the Request for Information (RFI) is a crucial date, as the insights gathered will shape the final lotting structure and commercial approach.

This tender presents a unique opportunity for businesses specialising in construction-related services to expand their presence across Scotland's public sector. The invitation to form part of the national framework is particularly beneficial for companies capable of delivering a wide range of services, from minor building works to substantial capital projects, while also addressing sustainability and climate-related challenges. Businesses with expertise in contractor-led project delivery, infrastructure upgrades, and estate adaptations are highly suited to participate, as the procurement process is set to support medium to large-scale works across NHS Scotland Health Boards and associated public sector organisations. By engaging in the market engagement process through the RFI questionnaire, businesses can directly influence the strategic vision of this national framework, ensuring it aligns with both regional and national delivery capabilities.
