The Authority will issue this Market Engagement Document alongside a draft specification setting out the indicative scope, objectives and requirements of the pilot programme. It is important to note that this is not an invitation to tender, it is strictly a pre-procurement Market Engagement Questionnaire, intended to capture market information via a Pre-Market Engagement Notice. Suppliers are invited to review the draft documentation and provide feedback on feasibility, delivery approach, risks and indicative costs via the Market Engagement Feedback Questionnaire attached with this notice. Responses to the Market Engagement Questionnaire imply no commitment on Suppliers to engage in any subsequent procurement process, nor do they confer any advantaged status or guarantee of inclusion in any subsequent procurement process for Suppliers who do respond. Questionnaire Responses should be submitted using the In-Tend Portal Messaging Function by 5pm on 8th July 2026. The Authority may hold follow-up clarification sessions or market engagement events to explore responses in more detail. Where appropriate, these will be conducted on an open and transparent basis, and the Authority will ensure that no supplier gains an unfair advantage as a result of participation. Following the response period, the Authority will review all feedback received to inform the refinement to the specification and overall approach. Insights gathered through this process will support the development of a potential future procurement, such as a Request for Proposals (RFP) or tender exercise. The information gathered will be used solely to inform the Authority's understanding of the requirement and to support the development of any potential future procurement. No supplier will gain any advantage or disadvantage in any subsequent procurement process as a result of participating in this engagement. The Authority reserves the right to withdraw this Market Engagement Questionnaire at any time and is not liable for any costs incurred as a result of Suppliers engaging with this process.
