## Summary

Wales & West Utilities Limited is currently in the planning stage for a public procurement process, focusing on the provision of recruitment services. This tender aims to establish a multi-supplier Open Framework agreement for eight years, with the first period starting on 1st July 2027. The procurement process will cover recruitment of permanent and fixed-term staff, Pay-As-You-Earn clerical, and administrative workers, as well as contractors. The framework is set to be reopened every two years, with potential extensions. The delivery will take place across regions UKK and UKL in the United Kingdom, targeting the business services industry. Subsequent notifications are planned to be released by 31st July 2026, under the procurement category of services and aligned with the Procurement Act (2023). An extensive market engagement was conducted in 2025 across a variety of recruitment agencies, ensuring impartiality under the guidelines set forth by the Procurement Act (2023).

This tender presents significant opportunities for businesses that specialise in the recruitment sector, particularly those adept in managing frameworks and engaging with utility companies. With an estimated gross value of £48 million, this procurement can facilitate substantial business growth for suitable suppliers. Given its openness to frameworks, it is especially inviting for small and medium enterprises (SMEs) that can provide flexible and robust HR solutions for the lots specific to permanent, contingency, and contractor workers. Companies experienced in operating within the private utility sector might find themselves well-suited to compete in this process, leveraging their expertise in tailored recruitment solutions to meet the diverse needs outlined by Wales & West Utilities Limited.
