## Summary

Thanet District Council has initiated an open tender process inviting bids for the "Spitfire Way works contract" in the construction industry category. This tender involves the refurbishment of a vehicle maintenance workshop located in Manston on the B2190, previously used for airport fire engines, which is being repurposed to service a fleet of vehicles including heavy goods vehicles. The procurement is presently at the tender stage, with key dates including an enquiry period ending on 20th July 2026, and a submission deadline of 3rd August 2026. Located in the UKJ44 region, the project’s estimated value is stated as £990,000 without VAT, and suppliers must register on the Kent Business Portal to participate.

This tender offers significant opportunities for contractors specialised in construction and modernisation of vehicle maintenance facilities. The requirement for obtaining Building Regulations approval highlights an area of compliance that such businesses must be prepared to manage. Small and medium-sized enterprises (SMEs) are encouraged to compete, provided they possess expertise in handling projects of this scale and nature. With the award criteria weighing both price (60%) and quality (40%), businesses that can deliver high-quality, cost-effective solutions stand a strong chance of securing the contract, enabling growth through increased project diversity and enhanced industry reputation.

## Notice

The Council will enter into a lease of land with an existing vehicle workshop building at Spitfire Way in Manston on the B2190 as the Council requires a new vehicle maintenance workshop to enable it to maintain its fleet of 113 vehicles (with 41 of these being classed as HGVs) in accordance with good practice and the law. Most of these vehicles are used to deliver the statutory waste and recycling and street cleansing functions of the Council and it is essential that the Council has a fit for purpose workshop to allow maintenance obligations to be met. The Spitfire Way site and workshop was the previous maintenance base for airport fire engines - it is, therefore, purpose built for HGV maintenance activities and already has vehicle maintenance pits present on site. However, some modernisation and enabling works are required before the workshop building can be put into service. The Council is, therefore, looking to appoint a suitably qualified and experienced Supplier to carry out the Works. The Works will not result in a material change to the building and are considered to constitute permitted development by virtue of Schedule 2 Part 2 Class A (means of enclosure) of the Town and Country Planning (General Permitted Development) (England) Order 2015. However, the Supplier will be required to obtain Building Regulations approval.
