## Summary

The Chief Constable for Devon and Cornwall Police is undertaking a public procurement process for a pilot project titled "DCP - Live Facial Recognition Pilot," focusing on the provision of live facial recognition technology, software, and services. This procurement falls under the 'services' industry category and is located in Exeter and surrounding regions within the United Kingdom. The contracting phase has reached completion, with NEC (UK) LTD. being directly awarded the contract due to their unique capability and pre-existing collaboration with the police. The contract is active as of 1 July 2026, with an anticipated end date of 30 June 2027 and an extension option up to 30 June 2028, depending on the project's success in providing valuable data for law enforcement. Key delivery regions include UKK3 and UKK4, facilitating the deployment of IT consulting services, software development, and support.

This tender presents a concrete opportunity for business growth, particularly for firms engaged in the development and deployment of high-tech security and surveillance solutions. The project is ideal for SMEs with expertise in facial recognition technology and the ability to deliver comprehensive IT support. The choice of procurement method, a direct award, underscores the necessity for specialised knowledge that can significantly enhance law enforcement capabilities in real-time facial recognition, offering avenues for businesses capable of fulfilling such niche requirements. Firms looking to expand their services within the public safety and technology sectors can leverage this contract to demonstrate their involvement and success with innovative security solutions.

### Procurement Information

NEC have been working extensively with DCP to provide specialist advice, expertise, software and associated services to support the implementation and operation of Live Facial Recognition (LFR) technology. NEC was originally selected as the supplier of LFR technology through the BLC framework, having demonstrated compliance with the published requirements and provided the necessary supporting information. NEC was the only supplier on the framework able to meet these requirements in full at the time. The alternative supplier on the framework was informed of the decision and provided with the rationale for NEC's selection.
