## Summary

Vale of Glamorgan Council is currently in the planning stage of a procurement process for the "TESS 6 Floating Support Service: Substance misuse and Criminal justice issues & Newlands" project. This initiative falls under the health and social work services industry category and aims to provide housing-related support to individuals with substance misuse or criminal justice issues. The project is located in the UKL22 region, with services scheduled to commence on 1st March 2027 and potentially extend until 1st March 2032. A key milestone involves a market engagement event on 15th July 2026 via Microsoft Teams, with interested parties required to express their intention to attend by 10th July 2026 at 3 pm. The total estimated contract value is £1,015,000, governed by Welsh devolved regulations, and under the light touch regime.

This tender represents a significant opportunity for businesses specialising in providing housing support and social care services, particularly those focusing on flexible, needs-based approaches. Small and medium enterprises (SMEs), as well as voluntary, community, and social enterprises (VCSEs), are particularly encouraged to participate, as the contract acknowledges the suitability of such organisations. The tender process promises business growth opportunities through collaboration with the Vale of Glamorgan Council, contributing to social betterment, and offering potentially long-term contracts to successful applicants. Businesses capable of delivering outcome-focused, time-scaled support to enhance service users' independence will find this tender particularly relevant.

## Notice

This service specification applies to a 22- unit floating support service delivering flexible housing related support to people experiencing substance misuse issues and/or criminal justice issues. The aim of this project is to provide housing support to improve outcomes for people at risk of homelessness to access information, advice, support and resources to enable them to make informed choices. The service working with individual service users involves a tailored support plan that best meets their needs. The plan focuses on both practical and emotional issues, in order that each person has the best opportunity of living independently as a responsible member of their community. The service will work with the service user to develop that person's capacity to live independently in accommodation or sustain his/her ability to do so. While service users will have a variety and individual intensity of need, there is an expectation that support services will over time be reduced as service users achieve higher levels of independence. Therefore, support provision must be needs led, outcome focused and time scaled. The support provider will be responsible for monitoring all aspects of the services provided through the project.
