## Summary

The Vale of Glamorgan Council is currently in the planning stage of the procurement process for the Teulu Project Floating Support Service, which falls under the category of health and social work services. The project targets the provision of a flexible, floating support service across 40 units aimed at families with support needs in Barry and Penarth, within the UKL22 region. The value of this contract is estimated at £1,125,000 GBP, with a contract period starting on 1st March 2027 and potential renewal until 2032. Key dates include a Market Engagement Event on 15th July 2026 via Microsoft Teams, with an RSVP deadline of 10th July 2026. This procurement employs the 'light touch' regime, which is above threshold, and the procurement method involves a management agreement with Newydd Housing Association for properties involved.

This tender presents significant opportunities for businesses specialised in delivering health and social work services, particularly those capable of providing flexible, outcome-focused support tailored to enhance independent living. Small and medium-sized enterprises (SMEs) as well as voluntary, community, and social enterprises (VCSEs) are considered suitable to compete for this opportunity. A focus on adaptive support plans and effective monitoring of services will be crucial for companies aiming to secure this contract, offering a platform for growth and expansion in the public sector services domain.

## Notice

This service applies to a 40-unit floating support service to be delivered for families with support needs clients. 5 units are dedicated to service users living in 5 designated RSL properties in Barry and Penarth. The remaining units are to be delivered to service users living in any tenure. The aim of this project is to provide housing related floating support to improve outcomes for vulnerable families to access information, advice, support and resources to enable them to make informed choices. The service will provide flexible housing related support to a maximum of 40 units. 5 units are dedicated to service users living in 5 designated RSL properties. The provider will be expected to provide a flexible model of support which is tailored to meet individual needs. The service working with individual service users involves a tailored support plan that best meets their needs. The plan focuses on both practical and emotional issues, in order that each person has the best opportunity of living independently as a responsible member of their community. The service will work with the service user to develop that person's capacity to live independently in accommodation or sustain his/her ability to do so. While service users will have a variety and individual intensity of need, there is an expectation that support services will over time be reduced as service users achieve higher levels of independence. Therefore, support provision must be needs led, outcome focused and time scaled. The support provider will be responsible for monitoring all aspects of the services provided through the project. The support provider must enter into a management agreement with Newydd Housing Association covering the 5 designated properties.
