## Summary

Middlesbrough Council recently completed a direct procurement process for the ASC125 - XT2 Warden Call Upgrade project. This project falls under the services category and is linked to the IT services sector, involving consulting, software development, and support. Located in Middlesbrough within the UKC12 region, the project was undertaken as part of the Council's Adult Social Care Transformation Programme to upgrade the existing warden call system at Levick Court. The procurement process reached the contract award stage on 25th June 2026. The project starts on 1st July 2026 and ends by 30th June 2027. The procurement method chosen was "below threshold - without competition," reflecting the strategic need to avoid service disruption by retaining the current Legrand/Tynetec system with installation efforts by Secureshield Ltd.

This procurement creates significant business opportunities in the technology-enabled care sector, especially for SMEs specialising in system upgrades, support, and IT consultancy. Companies like Secureshield Ltd that have experience with Legrand/Tynetec systems would be particularly well-suited for such undertakings. By minimising structural disruptions and ensuring continuity in service for adults with learning disabilities, this contract underscores the importance of expertise and tailored service delivery within the technology care market. The upgrade promises cost savings, increased efficiency, and profit opportunities, marking a strategic area of growth for similar businesses aiming to engage in public sector collaborations.

## Notice

Levick Court on Cambridge Road, Linthorpe, is operated by Middlesbrough Council and offers respite care and support for adults with learning disabilities. Following a recent review as part of the Council's Adult Social Care Transformation Programme, Middlesbrough Council work alongside Tees, Esk and Wear Valleys NHS Foundation Trust (TEWV) to deliver specialised respite care to a wide range of people from across the Tees Valley. By January 2027, the UK will transition from analogue to digital telephone services, impacting the Technology Enabled Care (TEC) sector. Levick Court has a legacy warden call system from Legrand/Tynetec with all the cables embedded into the structure of the building. Switching providers would cause significant service and structural disruption and technical difficulties, jeopardising service continuity. By progressing with the Legrand/Tynetec warden call system, (installation and upgrade provided by Secureshield) it is a strategic approach that will enable us to maximise the value on our initial investment. By upgrading the current system, we can achieve cost savings, increased efficiency, and improved profitability. This approach will ensure that we continue to provide an exceptional service to our residents while maintaining financial prudence.
