## Summary

Rotherham Borough Council has completed the procurement process for a feasibility study on future delivery models for housing repairs and maintenance. The contract, awarded through a limited competition procurement method, was signed on 25th June 2026 with Lumensol Ltd acting as the supplier. This project falls under the category of business services and is vital for assessing viable models for the Council's social housing services post-March 2030. The study focuses on various delivery frameworks, including externalised and outsourced models, to ensure the long-term effectiveness and economic viability of maintaining approximately 20,000 domestic units in Rotherham, United Kingdom. The contract is valued at £74,501.22 and is effective until 9th December 2026, with potential for additional works up to £100,000, if necessary, post-completion.

This contract provides substantial opportunities for businesses specialising in consultancy services, law, and market analysis, particularly those with experience in the public sector or social housing domain. Small to Medium Enterprises (SMEs) with innovative approaches to cost-efficiency and high service standards could leverage this project to establish or expand their involvement in public sector projects. Given the study's focus on innovative delivery models, businesses that can offer cutting-edge solutions to efficiency, regulatory compliance, and performance alignment will find the project particularly fitting. This engagement not only supports financial growth but also allows companies to forge strong partnerships within the governmental contracting system.

## Notice

To deliver a feasibility study to assess the viability of different delivery models for the Council's repairs and maintenance service to its social housing stock (c. 20,000 domestic units with a combined revenue and capital spend of c.PS68m currently) post March 2030. The feasibility study will evaluate as a minimum: - A fully externalised model. - A fully outsourced model; and - A hybrid model (blended in-house and external delivery). The aim is to, on balance, determine the optimal model that delivers value for money, service resilience, regulatory compliance, performance, and alignment to corporate objectives in the long term. The scope of this procurement allows for additional works during the term or for conclusion within the 6 months following contract expiry, if budget provision exists, the Council will be able to vary this agreement to include the additional works required up to a total aggregated sum of PS100,000.
