## Summary

The Ministry of Defence, based in Telford, UK, has completed a contracting process concerning the repair and maintenance of large engines, transmissions, and associated items for military vehicles. This involves a 5-year Framework Agreement managed by Babcock Land Defence Limited, valued at approximately £130 million, with the potential for three additional option years. The procurement falls under the category of repair and maintenance services for vehicles, specifically targeting the Challenger, Terrier, Bulldog, and T2 platforms. The procurement was conducted via a direct award, justified by the supplier's exclusive rights, with Caterpillar Shrewsbury Limited being designated as the primary supplier due to their unique ability to fulfil the contract requirements, including adherence to military specifications and key performance indicators. The official contract period is set to commence on 1st April 2027 and extend through to March 2032.

This tender process offers significant business growth potential, primarily for large-scale enterprises with specialised expertise in military vehicle maintenance and engineering. Companies looking to expand within the UK defence sector, especially those capable of adhering to strict compliance and performance standards, would find this opportunity advantageous. The procurement approach, focusing on direct award to a single supplier, underscores the importance of technical proficiency and exclusive rights management. As the supplier, Caterpillar Shrewsbury Limited's role exemplifies the value of possessing niche capabilities and industry-specific intellectual property, demonstrating the strategic advantage of developing unique competencies within the defence supply chain. This framework sets a precedent for other businesses aiming to secure future contracts through innovation and technical expertise.

### Procurement Information

This direct award relies upon the justification at paragraph 5 of schedule 5 to the Procurement Act 2023 due to Caterpillar Shrewsbury Ltd being the original equipment designer and manufacturer of the CV12 engines, and are the only Contractor licenced by Allsion Transmissions to undertake remanufacturer of the X200 transmission and are the only supplier that can supply the services required. Furthermore paragraph 6 of schedule 5 is relied upon due to there being an absence of competition as Caterpillar Shrewsbury Ltd possess the technical drawings and test specifications necessary to perform the requirement without introducing an unacceptable level of risk to operational safety and MOD operational requirements. No other reasonable suppliers are available because the information is confidential to Caterpillar Shrewsbury Ltd and they will not share the technical know-how with any third party.
