## Summary

Hull City Council is currently in the planning stage for a procurement process titled "Preliminary Market Engagement - City Wide Application of Weed Spraying" within the services industry category. This initiative focuses on the city-wide application of weed spraying and is located in the Hull region, United Kingdom. The process is scheduled to advance from planning to tender in September 2026, followed by an open procurement process. The preliminary market engagement notice was published on 26th June 2026, and interested parties are encouraged to engage by the due date of 10th July 2026. The procurement, with a potential contract start date of 1st April 2027, includes a contract value approximately amounting to £150,000 per annum, with an initial duration of one year and a possible extension of 12 months, totalling up to £300,000.

This procurement presents significant opportunities for growth, especially for businesses specialising in weed-killing services, landscape maintenance, and related sectors. The anticipated single-stage open process provides a transparent competition platform, encouraging participation from both commercial and voluntary sectors. Companies that have expertise in delivering large-scale environmental services might find this tender particularly appealing due to its substantial value and the opportunity to influence the development process through preliminary engagement. Engaging in this market opportunity could provide businesses with a valuable foothold in local government contracts, fostering long-term relationships with Hull City Council and potentially extending their services to a broader public sector audience.

## Notice

Hull City Council is conducting a Preliminary Market Engagement (PME) for City Wide Application of Weed Spraying. PME allows local authorities and other contracting authorities in the public sector, to engage with a market. PME is designed to encourage the commercial and voluntary sectors to engage with the development process before a procurement is undertaken. This is the market's opportunity to express its views, outline market developments and generally influence how solutions to the Authority's' needs might be met. PME is not a call for competition. Following PME, the authority may conclude that procurement is not the best solution to meet a particular strategy outcome. It is essential that any organisation participating in the PME understands that a procurement opportunity is not guaranteed. It is therefore essential that organisations understand that this activity does not affect an organisation's positioning either positively or negatively should a procurement opportunity arise subsequently. The Tender opportunity is anticipated to be published within September 2026. The Tender will be via a single stage open process. The anticipated contract duration is 1 years, with an option to extend for a period of 12 months. The anticipated value of the contract is approximately PS150,000 per annum, PS300,000 over the contract duration including the extension period.
