## Summary

The Kent County Council is in the planning stage for a procurement process titled "Textiles and Shoes Processing Services," with a focus on refuse and waste-related services. This initiative is designed to treat approximately 1,266 tonnes of waste textiles and shoes annually, collected from 19 Household Waste Recycling Centres across Kent. As of 26 June 2026, the market engagement phase is underway, with interested parties encouraged to register on the Kent Business Portal by 31 July 2026 to participate further. The contract is anticipated to commence on 18 December 2026, lasting for three years with the possibility of a two-year extension. This procurement process, underpinned by a concessions contract, is being managed by Adam Fletcher of Kent County Council, located at County Hall, Maidstone.

This tender offers significant opportunities for businesses adept at managing waste logistics and sustainable practices to expand in the public sector. Companies specialising in the collection, sorting, grading, storage, and processing of textiles and shoes, particularly those with resilience to market fluctuations and strong end market connections, would be well-poised to benefit. The Council seeks to maximise both income and social value while ensuring sustainability and compliance, signalling favourable prospects for businesses that can innovate in efficient material recovery and reuse. The potential for growth and a substantial contract value makes this an attractive proposition for capable suppliers in the waste management sector.

## Notice

Kent County Council is seeking to procure a concessions contract for the collection and processing of waste textiles and shoes from its network of 19 Household Waste Recycling Centres across Kent. The estimated annual tonnage is approximately 1,266 tonnes. A new contract is required to commence in December 2026 to ensure continuity of service. Kent County Council takes ownership of all material in order to meet its statutory obligations as the Waste Disposal Authority. The proposed contract term is three years with the option to extend for up to a further two years. The services to be delivered under this concessions contract will include: *Collection from all HWRC sites *Sorting and grading of materials *Storage and transportation *Processing for reuse, recycling and recovery *Marketing and resale of reusable textiles and footwear The Authority requires a provider capable of managing the full range of materials presented at HWRCs, recognising that this may include lower grade and non-reusable items. Bidders will be expected to demonstrate clear, sustainable and transparent approaches to handling these materials, minimising disposal and maximising value recovery wherever possible. Suppliers should also be able to demonstrate resilience to fluctuations in national and global textile markets, including strong end market arrangements and contingency planning. The Authority is seeking to maximise income and social value for Kent residents, whilst ensuring that services are delivered in a compliant, environmentally responsible and auditable manner. This includes clear reporting on reuse, recycling, recovery and disposal outcomes, as well as transparency of end destinations. Further information and documentation are available via the Kent Business Portal. Interested organisations are invited to register their interest and participate in the procurement process.
