## Notice

The Ministry of Justice, on behalf of HM Courts & Tribunals Service (HMCTS), is procuring a managed service for the provision of tribunal clerking (Tribunal Assistant) services to support the effective delivery of tribunal hearings. The service will support in-person tribunal hearings across England, including those held in hospitals and community venues, where administrative support is required to enable tribunal panels to operate effectively and minimise the risk of delays or adjournments. The requirement is demand-led and will require the supplier to provide a flexible and scalable workforce model, deploying suitably trained and vetted Tribunal Assistants to support hearings across a geographically dispersed estate, including at short notice. The scope of services will include: Provision of clerking support at tribunal hearings, including coordination of attendees, preparation of hearing rooms, document handling and general administrative support; Management and deployment of a workforce pool to meet variable demand, including short-notice requirements; Support for hybrid hearings, including administration of equipment and remote access arrangements where required; Provision of a digital booking and management platform to enable HMCTS to create, manage and monitor bookings, including real-time visibility of filled and unfilled assignments, and auditability of activity; Provision of management information and reporting to support performance monitoring, including fulfilment levels, workforce availability and service delivery outcomes; Administration of timesheets, expenses and invoicing processes aligned to agreed assurance and validation requirements. The service is expected to expand to support additional tribunal jurisdictions during the contract term and will require a delivery model capable of scaling to increased volumes. The procurement will be conducted via a Further Competition under the Crown Commercial Service RM6277 Non-Clinical Staffing Framework (Lot 1 - Admin and Clerical).The estimated total contract value is approximately PS1.8 million (excluding VAT) over a contract term of up to three years. The contract will operate on a demand-led basis, with no guarantee of volume or spend.

### Planning Information

The Authority intends to undertake a programme of pre-procurement market engagement in advance of launching a Further Competition under Crown Commercial Service Framework RM6277 (Non-Clinical Staffing), Lot 1 (Admin and Clerical).
The purpose of this engagement is to:
• Inform the market of the Authority’s proposed requirement for Tribunal Clerking Services
• Provide early visibility of the proposed delivery and commercial model, including a single-lot structure with end-to-end service accountability
• Enable suppliers to provide feedback to support the finalisation of the procurement strategy and tender documentation
The Authority is seeking to procure a national delivery model for Tribunal Clerking Services across England. The requirement is expected to include the provision of clerking resource, a booking and allocation solution, and associated service management and performance reporting. A single supplier model is currently proposed to deliver the full scope of services.
Market engagement will be conducted in accordance with the following timetable:
• Market engagement preparation (including event materials, slides and logistics): 01/06/2026 to 12/06/2026
• Publication of engagement materials: 10/07/2026
• UK2 Notice publication: 03/07/2026
• Supplier engagement event (virtual webinar): 15/07/2026
• Publication of anonymised Q&A log (where required): 10/07/2026 and/or following the event as applicable
• Supplier questionnaire (via MS Forms) open: 16/07/2026 to 29/07/2026
• Questionnaire analysis and development of outcomes: 29/07/2026 to 04/08/2026
Engagement activities will include:
• A virtual supplier engagement event outlining the requirement and proposed delivery model
• Supporting documentation including presentation slides and high-level requirement overview
• Opportunity for suppliers to submit written feedback via a structured questionnaire
• Publication of anonymised questions and answers to ensure transparency
Participation is open to all suppliers appointed to CCS RM6277 Lot 1 (Admin and Clerical). Details of how to register for the engagement event will be made available via the Authority’s e-sourcing portal.
Participation in this market engagement is entirely voluntary and is not a condition of participation in any subsequent procurement. Participation, or non-participation, will not confer any advantage or disadvantage in any future procurement process.
All information shared during market engagement will be made available to all potential bidders to ensure equal treatment. Feedback received will be used to inform and refine the procurement strategy, service design, and tender documentation.
The Authority intends to launch the Further Competition following completion of market engagement and internal approvals, with an indicative procurement start date of 12/08/2026
