Transitioning to an alternative supplier within the required timeframe would require: * Transfer of systems and infrastructure * Technical reconfiguration * Full end-to-end testing * Mobilisation of a new operating model These activities cannot be completed without disproportionate technical risk and a material likelihood of service disruption. As such, only the incumbent supplier can meet the immediate requirement without unacceptable operational risk.
