## Summary

Brighter Places, a public body governed by public law and located in Bristol, awarded a contract under a compliant framework agreement as of 29th June 2026. The procurement process, which commenced as a tender and concluded at the award stage, was conducted through a limited procurement method. The contract was directly awarded to Cobb Warren Ltd for the provision of Legal Services, particularly in the social housing sector, encompassing legal advisory and representation services. The framework allows direct award without the need for a call for further competition, ensuring continuity in service delivery. The contract, valued at £400,000, includes potential extension options over 3 years, reflecting the importance of maintaining the service's continuity and effectiveness.

This tender provides significant opportunities for businesses specialising in legal services, particularly those with expertise in housing law and community safety. Firms capable of delivering robust legal services concerning housing management, anti-social behaviour intervention, disrepair claims, and leasehold issues, will find this award beneficial for growth. As the demand for immediate on-site presence and established operational capabilities was a deciding factor, businesses with similar competencies and the ability to ensure seamless, cost-effective solutions stand to benefit from future procurement opportunities with Brighter Places and similar contracting authorities.

### Procurement Information

The contract has been awarded without prior publication of a call for competition under a compliant framework agreement which permits direct award. The selected supplier is the incumbent provider with an established operational presence within the organisation, including on-site delivery, which is critical to maintaining continuity and service effectiveness. The supplier has demonstrated strong performance and continues to offer value for money, taking into account quality of service, cost, and delivery capability. A change of supplier would introduce operational risk, duplication of cost, and potential disruption to service delivery. The decision to award directly was therefore made in accordance with the framework terms to ensure continuity, minimise risk, and secure value for money.
