## Summary

The Ministry of Defence is inviting tenders for the provision of a Mindset-Based Development Program Implementation and Sustainment, aimed at supporting behavioural change for military and civilian staff. Classified under management and staff training services, the procurement falls within the services category and is located in the United Kingdom. The procurement process is at the tender stage, with the opportunity announced on 1st July 2026. Key dates include the enquiry period ending on 23rd July 2026, tender submission deadline on 6th August 2026, and the expected award date by 20th August 2026. The open procedure procurement is valued at £331,662.24 (inclusive of VAT) and prioritises both cost and quality criteria in evaluation. Additional contract options may extend contracts for up to two years beyond the initial period ending 30th September 2029.

This tender presents significant growth opportunities for businesses specialising in leadership and organisational development, particularly those with expertise in mindset and behavioural change training. Companies that deliver comprehensive training solutions addressing behavioural dynamics and effective collaboration within teams would be well-positioned to compete. Additionally, due to the cyber security requirements, businesses with a solid foundation in cyber security measures, compliant with DEF Stan 05-138 standards, would find a competitive edge in meeting the Ministry of Defence's requirements. The contract offers not only the initial programme implementation but also potential for extended service provisions – enhancing long-term partnership prospects with a central government authority.
