## Summary

Redcar and Cleveland Borough Council is inviting tenders for a re-opening of Lot 3 under the Pseudo-Framework of Supported Accommodation Providers, aimed at providing Ofsted Registered Supported Accommodation for 16 to 17 year-olds. This procurement process falls within the social work and related services industry category, and is focused in the Tees Valley region, specifically for services that can be provided in Redcar and Middlesbrough. The procurement method being used is an open procedure, facilitating submissions from interested parties. The tender stage is currently active with a submission deadline on 31 December 2026 and an award period closing by 28 February 2027. The successful contracts will commence on 1 March 2027 with the potential for two one-year extensions, ending as late as 30 June 2033. This is a substantial financial opportunity, with a provision of up to £10,320,000 for Redcar & Cleveland Borough and £26,670,000 for Middlesbrough Council over the entire contract period, including optional extensions.

The re-opening of Lot 3 presents significant opportunities for businesses specialising in supported accommodation for adolescents, particularly those providers who are Ofsted registered. Small and medium enterprises (SMEs) and organisations from the voluntary, community, and social enterprise sectors (VCSEs) are deemed suitable to compete for this tender. This opportunity offers a consistent demand for services within the designated areas, which could lead to growth opportunities for businesses in providing high-quality accommodation and related services as requested. Interested providers are encouraged to utilise the Open system for submitting their tenders and to make contact efficiently for any support required during this process. Effective participation could secure steady revenue streams and expand the provider's presence within the public sector service market.
